An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area for suspected robbery and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals remain in custody, authorities confirmed.

These detentions come after an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the incident, two women had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was among the those hurt during the incident. A total of five individuals were taken to the hospital for treatment and have since been released.

Police arrested a man in his thirties on suspicion of robbery and assault close to the scene. He has since been released pending further inquiries while inquiries continue.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding a number of individuals injured by a noxious substance believed to be pepper spray.

The assault - an event that police said was a standalone incident and not considered an act of terror - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 car park for a short time.
